General Information

Headquarters: Central London, England.

Size: Sq. Feet, unknown, spread over ten levels that encompass seven major departments.

Main Function: Governing body of the Magical community of Great Britain and Ireland.

Current Minister of Magic: Cornelius Fudge - 1990 - To Present time line.


Ministry Headquarters

The Ministry of Magic headquarters is located in London, England, underground. It has two separate entrances for employees and visitors and employs more witches and wizards than any other magical industry in the area.

Visitor's Access

Entrance Location: Street level.
Entrance description: Disused, old fashioned red telephone box.
Entrance password: Visitors have to remember to dial the following in order to gain entrance;

All visitors have to wear a silver badge stating their name and business at the Ministry. They also must report to the Security Wizard booth to relinquish their wand, which will be returned upon exit.

Restrictions: Wands are not permitted past the security Atrium.
Areas by appointment only: Level One offices, department heads, and the courtrooms.
Areas strictly not permitted: Department of Mysteries.

Employee Access

Entrance Location: Street level.
Entrance description: Underground Ladies and Gentlemen public toilets.
Needed: A golden Ministry of Magic coin.

Arrivals: By flushing yourself down one of the Ministry toilet an employee will emerge out of a fireplace on the left hand side of the Atrium, which faces the Fountain.

Departures: Employees wishing to leave the ministry, must depart using the fireplaces on the right hand side, they will then emerge from another toilet within the underground toilets.


Levels and Departments

Level 1 - Minister of Magic and Support Staff

This department has the offices of the highest ministry officials. Also on this floor is a large secretary pool, which probably the main source of the Interdepartmental memos. It should be noted that not just anyone can go wandering about this floor, and if your expecting to see the Minister, you had better have made an appointment.

Level 2 - Department of Magical Law Enforcement

The Ministry's largest department and the most important, it is a combination of police and justice facilities, and is would be the equivalent of the British (Muggle) Home Office. Enforces the International policies and laws of the I.C.W on British soil, albiet often relying on the advice of the International Magical Office of Law

Located on this floor:

  • Auror Headquarters: These elite members of the Ministry, are trained to capture Dark Wizards. The layout of this large room is divided in open cubicles, which are generally decorated with photo’s of family, Quidditch and rock band posters, and of course maps and Wanted ads.

  • Magical Law Enforcement Squad: Working along side the Auror’s this department (though they are in the same room as the Aurors), oversees general law enforcement and capturing dangerous wizards. They where the squad that set out to capture Sirius Black. Like with the Auror‘s they are assigned cubicles for work space. However unlike Auror‘s they permanently have a bed at St. Mungo‘s.

  • Wizengamot Administration Services/Council of Magic Law: This office handles the administrative and clerical duties for the Wizengamot. Including maintenance of court documents, hearing dates, judges' schedules, and the administration of legal proceedings.

  • Misuse of Muggle Artifacts Office: Regulates the use of magic on Muggle objects and recovers those which have been bewitched.

  • Magical Equipment Control Office: Regulating the quality and use of magical equipment throughout the Ministry and the community, such as lunascopes, wands etc.

Level 3 - Department of Magical Accidents and Catastrophes

Responsible for repairing accidental magical damage, spell reversal, and modifies memory of Muggles who have witnessed Magic.

Located on this floor:

  • Accidental Magic Reversal Squad Department: Handles all potion and spell mishaps.

  • Obliviator Headquarters: An Obliviator has the task of modifying the memory of a Muggle after witnessing incidents caused by magic. They would normally accompany the Accidental Magic squad.

  • Muggle-Worthy Excuse Committee: Need to explain a missing Wizarding serial-hexer, a large giant footprint or perhaps a fire breathing dragon or two. This office are generally full of creative types wizards and witches who manage to whip up covers stories to be handed over to the Muggle Prime Minister and newspapers.

  • Invisibility Task Force: Casts various forms of invisibility magic to hide magical places and creatures from Muggle eyes. This includes large magical events like Quidditch tournaments, Dragons and giants.

Level 4 - Regulation & Control of Magical Creatures

This is the second biggest department within the entire Ministry, and handles complaints about magical creatures and things, including goblins and ghosts; regulates and monitors breeding of new magical creatures.

  • Historical & Runic Magic

  • Office of Misinformation: Works closely with the Muggle-Worthy Excuse Committee, in helping to cover up or hide magical beasts from Muggles.

Beast

  • Committee for the Disposal of Dangerous Creatures Office: The committee is responsible for the execution of any magical creatures deemed to be a threat to the wizarding world.

  • Dragon Research and Restraint Bureau

  • Office of House-Elf Relocation Office: Responsible for the allocation and reassignment

  • Ghoul Task Force: The task force is called upon to investigate circumstances in which ghouls move in to residential areas and become a problem.

  • Werewolf Registry Office: A small office that maintains the Werewolf Register.

  • Werewolf Capture Unit: Fool hardy office that oversees the capture of Werewolves that are deemed a threat.

  • Pest Advisory Board: Keeps an eye on potential infestations from abroad, the lastest potions to deal with household pests, and informing the Public of potential health hazards.

  • Centaur Liason Office: Since its inception, no Centaur has even used the Office.

  • Fairy Investigations Office

Being

  • Goblin Liason Office: Helping keep the peace for over a century.

  • Vampire Liason Office: Keeping a watchful eye on the undead. Registry is available to the public, though is a voluntary.

  • Werewolf Support Services: Despite Werewolves being classed as Beasts, they are acknowledged to be Beings during their untransformed state, and the Werewolf Support Services offers aid to those afflicted with the condition.

Spirit

Formed when Ghosts argued that they weren't Beings, they were clearly "Has-Beens" and deserved special treatment; probably the department that handled Olive Hornby's complaint about Myrtle haunting her - Myrtle was forced to return to Hogwarts and haunt the place of her death.

  • Spirit Registry Office: Maintains an official list of those who didn‘t feel the need to pass on.

  • Spirit Removal Services: Unwanted spirits? A poltergist driving you mad? This is the office who can help move those who haven‘t moved on…on.

Level 5 - Department of International Magical Cooperation

Anything associated with trading practices, International diplomacy, regulations of traded items and other such matters are dealt with on this floor.

Located on this floor:

  • Foreign Affairs & International Wizarding Espionage Department

  • International Magic Trading Standards Body: Oversees, assess and regulates trading practices within the UK, as well as International community. Such items checked potions, ingredients, cauldron thicknesses, etc.

  • International Magical Office of Law Department: This department keeps track of the laws and policies set down by the International Confederation of Wizards, and advises the Minister for Magic and the Wizengamot on matters of International law in order to prevent contradictions between British magical law and it's international counterparts.

  • International Confederation of Wizards, British Seats Office: The Wizarding version of the United Nations, it would be noted that these seats would probably be selected by the Minister of Magic upon approval of the Wizengamot. The head of the I.C.W is headed by the Supreme Mugwump, which is currently held by Albus Dumbledore. This office also like with its counterparts round the world, helped to instigate the International Statue of Wizarding Secrecy, meetings throughout the year help keep this pact in place.

Level 6 - Department of Magical Transportation

This department, handles, and maintains the setting up of Wizarding transportation. Including the maintenance of the Floo Network, setting up mass portkey networks, apparating sites, running of the Hogwarts Express, apparation testing, and more.

Located on this floor:

  • Floo Regulation Panel/Floo Network Authority Office: The Floo Network Authority maintains and regulates the Floo Network. Employees of the Floo Network Authority have the ability to monitor Floo connections, and can eavesdrop on Floo conversations in a manner analogous to wiretapping a Muggle telephone. Witches and wizards working for the Floo Network Authority are referred to as Floo Network Regulators.

  • Ministry Cars Office: Muggle transportation service, used for very important wizards. These cars are not the average muggle vechicle, they have the ability to jump traffic, are extremely spacious and extra comfortable.

  • Broom Regulatory Control Office: This office is concerned with regulating broom practices, and checking safety standards on all new and old models.

  • Portkeys Office: Keeps track of the registry of proscribed charmable objects, as well as setting up Portkey networks for major public events.

  • Waiting room: Those waiting to take their apparition licence or lessons, or those waiting to speak other offices on this floor.

  • Apparation Test Center: Here you can take part in a 12-weeks worth of lessons in the safe practices of Apparition whilst heavily supervised in order to limit splinching. These lessons are offered to students at Hogwarts, as well as designated places up and down the country. In order to apparate legally you must obtain a licence, and this is the office to go to.

  • Dept. of Residency: This office deals with all Wizarding home matters, from assisting with plot locations, as well as how to live in a Muggle neighbourhood.

Level 7 - Department of Magical Games and Sports

Charged with the regulation of all sports-related events in the British Wizarding World, this department was formed in response to the signing of the International Statute of Wizarding Secrecy in 1692, when each individual Ministry became responsible for the consequences of all magical sports played within their countries. The current affairs of the department have to do with such sports-related pastimes as organising the Quidditch World Cup and the Triwizard Tournament. This floor has one of the most relaxed atmospheres in the entire building, with the walls covered in sporting posters.

Located on this floor:

  • British and Irish Quidditch League Headquarters

  • Official Gobstones Club Office: This office over sees the regulations of the making of official gobstones, the rules and of course various clubs run up and down the country. Running tournaments throughout the year.

  • Ludicrous Patents Office: Have a crazy idea for a patent for singing buttons, or self tying Quidditch Boots, then this is the office you need to go to have it approved, before it can be unleashed onto the public.

Level 8 - The Atrium

Located on this floor:

  • Fountain of the Magical Brethen: Main focal point of the Atrium, a golden fountain with statues depicting the following, a Wizard, Witch, Centaur, Goblin and a House Elf.

  • Ministry Library: Extensive library, housing the Ministry's personal collection of rare scrolls, books and other media. With it's own version of the Restricted section. Open to the general public though restrictions are inplace.

  • Wizarding Resources Department: The Wizarding version of Human Resources here those seeking employment at the Ministry can go for advice, interviews and check out current opportunities.

  • Security Wizard Booth: Here Visitors must hand over their wands before venturing any futher within the Ministry.

  • Staff & Visitor Canteen: Serving breakfast, snacks, and lunch.

  • Employees Entrance: Arrivals and Departures Fire Place Hall.

  • Visitor Entrance: Via the disused phone box.

  • Magical Maintenance: Having issues with your magical windows, heating and cooling etc, then this is the office to call on.

  • Daily Prophet News stand: Collect your morning or evening edition of the paper, just be careful what you say in front of the paperboy.

  • Golden Lifts - 20+ Lifts: The only means of reaching all floors, bar Level 10 which can only be reached by going to Level 9 and using the stairs.

Level 9 - Department of Mysteries

This section of the Ministry carries out confidential research, most of what is carried out is top secret, and very few people within the Ministry know what occurs on this floor.

Entrance: From the lift, a plain corridor leads to a black door, behind which is the entrance chamber, which has been designed to disorient any unauthorized personnel who enter it. The entrance is a circular room with a highly polished floor that looks like standing water and twelve handle less doors. Whenever a door closes, the walls rotate, making it impossible to determine which door is which. This chamber will respond to a verbal request for an exit by the opening of the correct door.

Located on this floor:

  • Acquisitions Office: A small office located within the department, the room of which like the rest of the level shifts constantly. It's use is unknown, and is run by one person.

  • Ancient Magical Artifacts Office: A small office located within the department, the room of which like the rest of the level shifts constantly. It's use is unknown.

  • Hall of Prophecies: A long, cold chamber, with high vaulted ceilings, many large, towering shelves occupy the space, the only lit comes from blue-flamed candles. Each shelf holding hundreds of small glass orbs, all are magically protects, and only those who are the subject or subjects of the prophecy, and or the Keeper of the Hall can lift them. Anyone else foolish enough to pick them up are instantly driven to madness.

  • The Death Chamber: It is dimly lit, with stone tiers leading down to a pit in the center. In this pit is a dais, upon which stands a very old stone archway with a tattered black curtain hanging from it.

  • The Thought Chamber: A long, rectangular room or chamber, lit by low-hanging lamps. It contains tanks of encephalon, otherwise known as brains, that swim in a green solution. These can be known to be highly aggressive and will attack and constrict anything that is foolish enough to touch them.

  • The Time Chamber: This long, rectangular room filled with beautiful, dancing light that sparkles like gems. All kinds of time-related devices fill the chamber, such clocks and watchs of every description, including Time-Turners. It also contains a large crystal bell jar at its far end, from which the sparking light comes. Inside it, anything will grow increasingly younger, to its pre-life state, be re-born to grow older, and cycle through endlessly.

  • The Space Chamber: This is a dark room full of planets floating in mid-air. Visitors may find themselves floating as well.

  • The Love Chamber: Also known as the ‘The Ever-Locked Room This room can never be entered, the door is forever locked, and no charm, hex or magic known can open it.

Level 10 - Wizengamot Courtrooms

This floor can only be reached by going to Level 9 and taking a short flight of stairs.

The Wizengamot, the high court of Wizarding law in Britain. The head of the Wizengamot is called the Chief Warlock, at this time this post is held by Albus Dumbledore. Those who preside over a hearing are called the Interrogators, a court scribe from the Wizengamot services office takes notes of the proceedings.

No members of the public are permitted in the courtroom, only a scribe, security wizards/witches as and when required, the fifty Wizengamot members, and the chief warlock are permitted…and of course the accused. According to the Wizengamot Charter of Rights, the accused is allowed to call witnesses in his or her defence and to be represented by another person.

Located on this floor:

  • Large Courtrooms: Walls of which are of a dark stone, and dimly lit by torches. At the centre of the room is a chair, that when needed has magical chains attached. Here the accused will sit, surrounded by the fifty chairs of the Wizengamot officials.

  • Smaller Courtrooms exist for less important proceedings.
