Ministry of Magic: As Ethan is the Head of Magical Law Enforcement, I figure that he would know quite a few people within the Ministry. Of course, he probably mainly knows those within his department.

Ireland: Ethan was born within Ireland and has lived there his entire life so I figure he knows quite a few people.

Hmm, I'm not exactly sure how these two would bump into each other. I sort of think as Azkaban as one of the more vague connections to Ethan's department. It's something he'd certainly be in charge of, but something he'd never really visit unless trouble was stirring. So, he might have visited there when the breakout happened.

However, do you happen to have any ideas as to how they might bump into each other? I can't exactly see the whole 'oops, bumped into you...' thing sufficing...

Well as the head of Law Enforcement I imagine that Ethan has to pay the occasional visit to Azkaban to make sure everything there is up to code.
