Ghosts: He needs some fellow ghosts, whether to annoy, be buddies with, or whatever. They can be from anywhere really, I suppose. He haunts a vampire named Anna Maria Dmitrieva, who constantly travels so he'd likely meet other ghosts from around the world because of that.
Other People:...to annoy of course. Or befriend maybe. Little Vanya can be either very annoying or very friendly. Depends upon certain things :P
Russia: Anyone from Russia would likely have to be VERY, VERY old. Soooo, probably vampires XD since that was way back in the ninth or tenth century :P He was lurking( haunting) the place he died before Anna came around and he began haunting her. Though, this was the muggle world.
America/Texas: Anna, the person he haunts, technically lives in Texas, despite the fact she constantly moves so he might have bumped into a few people because of her.
